NCCL has been supporting the association "Cerību spārni" (Wings of Hope) in Sigulda since 2011 facilitating exchange of experience with similar Norwegian organizations, as well as by organized donations from members of the Chamber. Cerību spārni provides social services to disabled children; adults and their families, as well as supports parents in crisis situations.
While organizing daily needs for disabled persons and their families have been done for several decades in Norway, this is still a new and innovative idea for Latvia. Despite of the increasing demand for social services in Latvia, neither state nor municipality offers sufficient support for development of social infrastructure for the needs of disabled people. Approximately one third of all services are financed by the local municipality, other services depend on private donations.
Former NCCL Board members Petter Lundeby, Agnese Medne and Thorhallur Gudmundsson have been actively supporting Cerību spārni extending contacts to similar Norwegian organizations, offering legal councel and presenting the CS project to the Social Committee of the Latvian Parliament. The Norwegian Ambassador and NCCL Board members has visited Cerību spārni in 2015.
Cerību spārni moved to new premises in the centre of Sigulda (Rigas street 1, Sigulda) in 2015. They have also received rights to use a private house in Sigulda with 3ha of land for 10 years for provision of social services for parents in crisis situations and low parenting skills starting from March 2016. Cerību spārni also continues to develop its farmhouse in the countryside near Sigulda with the aim to provide a residence and employment for mentally disabled people (a garden, an access road of 700m to the farm and the general plan of the farm have been completed).
